Expert in policy, regulatory and operational aspects of ICTs, especially telecommunications, broadcasting and spectrum management.
Has led development of national ICT policies, strategies and master plans including the roadmap for migration from analogue to digital TV in Kenya, the National ICT Policy, the National Broadband Strategy and the Kenya Digital Economy Blueprint for Africa, among others. Expert in Mobile Broadband and spectrum management policy and regulation.

CEO/Communications Secretary at the National Communications Secretariat (NCS), the statutory ICT Policy advisors to the Government of Kenya through the Ministry of ICT Innovation & Youth Affairs. At NCS, leads a cross-functional team of experts to advise Government on adoption of appropriate ICT policies and strategies and also participates and chairs performance contracting negotiations between the Government and several state corporations in MoICT.

Involved in various ITU activities including chairing the African Group and was also Vice Chairman at the ITU RA-15 and WRC-15. At RA-19 was elected to 2nd term as chair of ITU Radiocommunication Advisory Group (RAG). Was part of the Steering Committee for the Conference. Vice-Chairman of National Preparatory Committee for RA-19 and WRC-19.

In 2015, awarded the Head of State Commendation (HSC) by His Excellency The President of the Republic of Kenya in recognition of distinguished and outstanding services rendered to the Nation in the ICT sector.

Holds an MSc in Engineering Management from the University of Southern California, USA; a BSc (Hons-Telecoms) from the University of Nairobi and other diplomas and certificates.

Career History
Joseph is an accomplished corporate lawyer and compliance professional with 20 years post admission experience. Joseph has knowledge and experience in broad range of areas including financial services compliance (including AML, Sanctions and Anti-Bribery and Corruption), corporate governance, private equity, joint ventures, M&A, capital markets, competition law and wealth management.

He joined PwC from Standard Chartered Bank where he headed up the business compliance function for the bank’s Corporate and Commercial Banking business segments in East Africa. Prior to that he was in private practice for four years with Coulson Harney (now Bowmans), a leading Kenyan corporate law firm. His career also includes eight years as in-house legal counsel for two major Australian financial institutions, Westpac Banking Corporation and Macquarie Bank Limited.

Yvonne is the Head of Independent Compliance Risk Management for Citi East Africa, covering Kenya, Uganda, Tanzania and Zambia.

In this role, Yvonne oversees compliance risk for all of Citi’s businesses and operations in East Africa. Yvonne provides strategic direction in implementation of the Compliance Risk Management (CRM) Framework, covering regulatory compliance, money laundering, data privacy, bribery & corruption, Sanctions, conduct and ethics.

Prior to joining Citi Kenya, Yvonne was the Supervisory Principal for the Citi Private Bank based in Washington, DC. where she was responsible for supervising the investment sales activities of Private Bankers in Washington DC, Baltimore, Philadelphia, and Miami. Prior to Citi, Yvonne worked as in Investment Advisor with Bank of America in Maryland.

Yvonne is the Patron of CitiWomen Kenya, a diversity effort to unlock the combined potential of women and Citi by inspiring progress and developing talent at Citi.

Yvonne holds a B.A. in International Development and Women’s Studies from Clark University, Massachusetts and is a Certified Anti-Money Laundering Specialist (CAMS)®.

Otilia is an in-house legal professional with over a decade experience across Middle East and African markets who enjoys working at the intersection of law and technology. She is currently an Attorney at Microsoft leading commercial and corporate legal support for the East and Southern African business based out of Nairobi Kenya. Her role includes engagement with both private and public sector organizations to support their navigation of the evolving regulatory landscape spurred by emerging issues such as privacy, cyber security and technology or AI ethics. Prior to joining Microsoft, she worked for Nokia Corporation in various roles including as Legal Counsel, Middle East & North Africa and Samsung Construction & Engineering as Legal Advisor, Middle East based out of Dubai, UAE.

Otilia holds an LLB from the University of Cape Town, South Africa, a Post-Graduate Diploma in Construction Project Management from Heriot Watt University, Dubai Campus and is admitted as a Legal Practitioner in the High Court of Zimbabwe.

Otilia is driven by a passion for people and community engagement. She is an active member of the Lean In.Org Lawyers in Tech circle in Nairobi, Kenya and board member of LAYC Trust in Zimbabwe that offers mentorship for young girls.
